Y2K - the next phase of the Clean air Act

Abstract: Phase II of the US Clean Air Act Amendments come into force on 1 January 2000, a drastic reduction in lb-SO 2/million Btu will be required by 435 coal-fired units now considered Phase I units. More than 2000 units will be affected by Phase II of Title IV of the Act. One survey found that 41% of respondents will switch fuels for Phase II and 28% will require additional emission allowances. Changing to low sulfur coal is the cheapest compliance option; use of scrubbers is the most expensive. The use of SO 2 allowances has until recently been an inexpensive option but prices of SO 2 allowances have more than doubled in the past year. It may be time to begin factoring in the cost of SO 2 allowances in any comparison of the delivered cost of fuel. 3 figs.
